In so far as it is a claim of personal experience, yes. If it is a claim of some physical aspect of the cable being the cause of improved sound, no.

That simply cannot be determined. The best that can ever be achieved through testing (blind or sighted) is correlation between the report of good sound and some physical aspect of the cable. This is no way proof that this physical quality is the cause of good sound. Conversly, non-correlation is not refutation. Proof cannot be achieved because the effect(report of good sound) is not independently verifiable. It is an internal experience related through language. In the end this is all we have, an experience and assuming the subject is not lying about it, this IS real. Whether is was caused by something physical in the playback chain or completely psychic in origin can never be established, so why waste time trying?

All we are doing is attempting to validate our experiences. Mis-use of science is involved on both sides equally (claims of 'mono-crystal-nano-bonding' being the cause of good sound or claims that non-correlative blind testing 'proves' that the sound is 'all in their heads'). Experience is the only truth in this circumstance. Either we hear differences between cables or we do not. Everything else is merely justification.
