It could also be an indication that the test regimen does not account for some unexpected human variable.

There are no existing recorded programs, to the best of my knowledge, that provides correct localization parameters. Without such actual content, the human brain is left to interpret soundfield information of the type not found in nature. In other words, we are attempting to interpret something which does not exist in the natural world.

A perfect example is material which, during mixdown, uses a pan pot to shift the image source right or left. For this case, the stimulus is entirely left-right intensity differences, but alas, no left to right ear time delay. This signal does not exist in nature..

Current listening tests do not consider this issue, nor the time constant of that re-interpretation process should part of the parameter space be shifted in some small way.

To me, current test regimens are incomplete. As such, I do not consider the "issue" as it were, closed.
