RE: Tweeter difference problem with 3.3Rs and more

The idea of this diagnostic is this:

A tweeter can be off, in which case it would be less extended or just less loud on the last octave. The one that sounds more extended should be the good one. (brighter)

If you can't tell a difference on this count, both tweeters may be fine just that they differ or the problem is somewhere else.
If there is a low impedance tweeter, my choice would be to match them up with a resistor. In which case you would lower the output of the louder one.

The loose solder joints on either of the parallel components would simply extend the crossover overlap region and cause a prominence at and just above the crossover region or at and just below the crossover depending on which component is out.

Jeez, my bad, the DC resistance would only be that of the midrange, since the tweeter is in series with a capacitor. so you can't determine anything that way about the tweeters. Sorry
