Hi Triode_Kingdom,
This is probably the best approach. It is small, light, and efficient. The output is more than clean enough for lighting tube heaters.
You did hit on one complication. A cold tube heater can draw 10X the current that it requires at temperature. If the switcher simply current limits the tube will heat and it will start with no event. If the switcher has fold back current limiting it may not start or will start with some drama. If a data sheet is available check on how it current limits.
