Update...

I had an 45 minute face to face interview with Phil Collins, Mike Rutherford and Tony Banks in Utrecht yesterday morning. Of course I asked about the initial 'Lamb'-plans.

This is what THEY said:

The initial intention of the members was to bring The Lamb back on the road. All five members had meetings over this, including Peter Garbriel. It was the singer who was very hessitant about it. He was (and is) still working on his solo album and had also serious doubts about 'going back in time'. While Collins, Banks and Rutherford wanted to move on (and Hackett was available), Gabriel couldn't, or didn't want to make up his mind. The three jokingly refered to the fact that Gabriel always found it hard to make decisions like these.
In the end Collins/Rutherford/Banks deceided to revive the 3-piece line up. To me they expressed clearly that they still don't rule out a 'Lamb' tour once Gabriel will step in. As a mather of fact, all three looked foreward to bring not only the music, but also the (then) revolutionary visuals of the original 'Lamb' tour to a new technical level. So, this is to be continued.

p.s. the interview is for an upcoming edition of the Dutch magazine Revolver.
