I'm not sure where you're getting your figures and whether you are refering to LP sales, singles or both, but that aside, record sales aren't the only indicator of popularity where touring is concerned. Sold-out tours is just as important an indicator of popularity as long term album sales, especially when groups fill arenas & stadiums consistently.

As I stated earlier, I'm also a fan of Jethro Tull, but they've never been the most exciting live act in spite of Ian's one-leg poses and flute style. I've got to tell you, the first time I saw Tull (early '75 as I recall) I was far more impressed with the openning act performance wise (UFO, featuring guitar wunderkind Michael Schenker), although it was amusing watching Tull's bass player of that era (Jeffry Hammond-Hammond) roaming all over the stage in his angular striped attire & matching bass.

Anyway, below is a link to a site that puts all of Tulls music and general popularity in perspective. BTW, I think that the opinions expressed in the music reviewer's link below are fairly objective and, with the exception of the fact that I consider Aqualung Tull's finest moment, sum up my impressions as well:
