That's a current s/n so maybe it is more your expectations of how long it should take vs the reality of how long it actually takes to initialize. It could be the disc that you were using had a multi-media sector or something strange like that (many discs these days have a track and it is typically the first, where it will only play on a computer CD-ROM drive and is a music video clip). It could also be another problem such as a defective or damaged button or front panel circuit. In any case, if you find that it is a fault of the player rather than a lack of waiting for it to fully read the disc, then you can have it repaired by Rega. I don't think that you are giving it enough time to read the disc and choose its oversampling rate if you are experiencing a problem only when initially playing the first track. I have never had to turn any of the machines on and off again, so maybe that confirms that i am waiting longer than you before mashing buttons. The display looks goofy when it is initializing and then shortly thereafter so you need to wait a good 12-15 seconds. Then after you press play, the display looks like a typical CD player display and shows the proper track number, time, etc. From that point, you can use the forward buttons on the face or on the remote to advance to other tracks if you like. Mine always start on the first track when using this regimen.
