This has always been attributed to P. T. Barnum, but there seems to be no evidence that he ever wrote it. See the URL for more detail.

If the phrase originated in 1883, and the rate at that time was one per minute, it should be an easy calculation to estimate the rate today. Assume the rate is proportional to the population and the exponential of median temperature divided by the product of Boltzmann's constant and absolute temperature (Arrhenius equation). It seems to be quite a bit higher than one per minute today.
