Yes they can but you need to know the impedence (i.e. ohms , reactance , reluctance ) of the IC in question . The manufacurer should know the value or sometimes it is stamped on the cable .
CDC used 10 ohms as the impedence of his speaker cable he is loading (the size of PRP resistor he used). You would substitute the impedence of your IC for the 10 ohms . ( It may be 75ohms or whatever) . You may have to vary the capacitor sizes to cover the frequencies you want to attenuate or use his sizes as a starting point.
I briefly looked at doing this about 6 months ago and never got started on it . Their were too many things I wanted to do 1st , still are ;~)
