I think an observant inspector would still find fault with the fact that he would still be using his natural gas lines as a grounding rod but it would definitely be safer that way.
Most if not all local governing electrical inspection departments grandfather in old code wiring methods. With that said if any major remodeling, electrical updates, or additions to the electrical are made (where an electrical permit is pulled) the AC grounding electrode system will need to be updated as well as other updates to the electrical wiring of the home as dictated by the local governing electrical inspection department.
