250.50 "...one or more..." Only in the case of selecting Metal Underground Water Pipe (250.52(A)(1)) is a supplemental electrode required (250.53(D)(2)).

I see no NEC requirement for specifically (2) rod electrodes for any situation.
The final count and type of rod, pipe, or plate grounding electrodes is dictated by (250.56), 25 ohms max; (a number I find a bit high).
The key word in the NEC is "minimum". I'm never really comfortable with Code-'minimum' anything...
