jea: I have to confess I haven't seen the 2 rod electrode requirement. My interpretation is:

*There are 7 Code-defined grounding electrodes. The presence/existence of any or all shall be used and bonded together, as you mentioned.

*The lack of *any* of these requires the selection and installation of (1) of the defined 7.

*If the selected method happens to be Metal Underground Water Pipe, it shall be supplemented by one of the (now remaining) 6 methods. (This was added to avoid negating the grounding system by any future plastic piping insertions to the system).

To the OP: To bring your place up to date, I'd supplement the water pipe connection (after refurbishing it) by adding a supplemental rod electrode.
I also endorse Russ's triad arrangement. Local soil conditions play heavily into the equation.
