I am in pretty good shape, I also have a long reach. My road bikes are setup very much like the one pictured.
My top bar height is usually 2"- 3" below my seat height and it feels very "aero" and comfortable when I'm hammering down the flats. Or on climbs too, for that matter.
When the bars are lower than the seat you have instant feedback tension, from legs to torso to arms, when mashing the pedals. This "feedback loop" helps you put more power into the pedal stroke more easily.
