The frame size looks comparable to your Fuji, but LeMond are noted for being a little "stretched out" in their geometry - longer top tube than seat tube -
The head tube is slightly weird too - the extension on the top of it is quite tall. This might be a design response to the cracked headtubes that Litespeed were plagued with for a few years in the early 2000's.
So even if you slam the stem, it won't be really slammed - This is something you really only see today in touring frames.
Tyres - definitely replace them if they are a bit aged!
I'd go with 25mm (if they fit on the back). Just as fast as 23mm and can run at slightly lower pressure for a little better vibration damping.
