Yes.
I don't see any point in standing-off the module like that. I would mount directly to the chassis bottom and get rid of the brass spacers. You essentially have zero thermal conductivity to the chassis with that configuration.
I imagine there are some sort of raised obstruction(s) in the chassis bottom that prompted the easy-way-out mounting scheme shown. Any obstructions should be removed and the module mounted directly. You could use a small amount of thermal paste as well.
As shown, it's a less than impressive construction scheme.
