Your measurement indicates you have corrosion pretty much through the tweeter foils with only a microscopic bridge at some place left to conduct. You would not necessarily see it by eye. But you should also check the wire/foil without the connectors in line so that you can see whether the connectors are where the marginal disconnect is happening - as it has different metals in contact so is more susceptible to accelerated corrosion due to galvanic effects. Also there are plenty of cases where the solder was not perfect and corrosion brought it to a disconnect or weak contact. much like a cold solder joint.
