Tuning after the fact is good (IIRC Apogee did that) as long as you can get the tension in the right ballpark first. If they aren't on your 1D labels I'd ask Magenpan for the torque figures, don't know if they'll be forthcoming but that will give you something to go on, and then you can pick up a couple of spring scales for almost nothing. And you can fine tune them after by tapping and checking the pitch.
Hey, I got my IVA's for $1600, so I understand completely where you're coming from! If you have the room for Tympanis and are willing to fix them up they're one of the great bargains in audio.
But -- again -- does your mylar really have to be replaced? If it hasn't been damaged, I think you'd be best off just rewiring it -- wire for the bass, foil for the tweeter, my MMG's were like that and it works OK.
The 1D's are amazing speakers even in stock configuration so I think that's a pretty safe approach.
