ToddFind the offending appliance and add a .1uf bypass capacitor across the line at the appliance.
I had the same problem when I lived in the military housing up in Alaska at my last duty station. The washer machine, cheap light switches, fridge, air cleaner, etc, all added arcing on the line. I was able to control the problem by adding a cap at the washer and dryer, dish washer, fridge, and air cleaner. I switched out all the light switches for the grounded 20A versions. I finally had to add a isolation transformer to completely get rid of the problem.
