I've used model airplane dope. It's used to cover balsamodels with thin Japanese paper and then to coat the paper to add strength to it. Don't get it on the rubber surround.
Adding mass lowers the resonant frequency of the driver but also lowers it's sensitivity a little. The stiffer cone makes for a more accurate bass.
