Paper cones are usually stiff enough, I find that adding a layer of something to damp the cone often makes them sound better. I like to brush on several layers of rubber cement. It depends on what you are trying to accomplish. If the cones sound good why mess with them? If you want to make them real stiff, brush on some epoxy. The paper will absorb the epoxy if it is liquid enough, then you'll end up with something as stiff as fiberglas.
