MIT and Infinicaps are internally made up of smaller capacitors, in the case of the original MITs, 10 x 1/10 the total value. Hence, the first decade bypass is already done, but you may want to do that second bypass (.5% to 1% of the original value). In signal passing applications this makes sense to do. In power supply applications, such a small film cap usually has too high a resistance/ESR to do any good and a small, low ESR ceramic close to the load is better.
