The midbass

Start with the midbass. Select what attributes you wish to achieve in sound and performance. Then select the tweeter to match.

Tweeters are icing on the cake, sweet and nice to have, and although they can ruin the taste of the entire cake, the icing is not as (full)filing as the cake.

If you have a midbass that goes to 2500 or 3000, even if the tweeter shuts off, it might take a few minutes to notice it and most voices will still sound like people, violins may sound like violas/cellos, pianos only being played on lower keys. BUT if the midbass goes out you know it in less than a second, voices are clearly unnatural, violins sound like bees and pianos sound like lutes.

Again cost does not always determine the performance or value. It is hard to recommend spending more for the tweeter than for the midbass though as there are very fine inexpensive tweeters.
