Because it is designed to go into limiting aka full limiting. Given a valve tuner like the Dynaco FM3, it is almost impossible.
High signal strength of itself can NOT cause multipath, either! The symptoms described do not read to me like multi-path effects.
The OP is very likely experiencing a strong signal that is 'beating' with other stations, up and down the dial.
