I did make the assumption that the power supply is a 5 amp supply. To drop 3 volts you are going to need to disapate 15 watts total, but you will be dropping the entire load across the pot first, so the ideal resistor would be 60 watts, but you can get away with 50 as long as you do not allow it to sit there. You ought to be adjusting voltage right away, which the 50 watt pot should have no problems with. If it is a 10 amp supply, double the watts, but it begins to get expensive to over build pots are higher watts, so the higher the watts the more I would want the pot to be equal to the max output.
