Why is that?

This is an oft-stated suggestion, and seems reasonable on the surface. Unfortunately, it's extremely hard to do. We would have to develop a way to evaluate what is being heard in the normal act of listening, as opposed to evaluating the critical performance of listeners in a controlled test environment that is inherently different.

Why is it the first order of business? Is there something about the problem that mandates this as a first step?
