Your 1965 tube tuner probably has a small value ceramic cap connected from one of the AC wall power leads to chassis ground. If it is like my vintage tube tuner, the AC power plug can go into the wall outlet either way, thus connecting the chassis (ground) to either the COMMON or the HOT (120vac) through the cap. I know when I have mine plugged in backwards, because I can actually feel a little voltage tickle on the chassis.

First try unplugging the AC power from the tuner. If the hum goes away, try plugging the power plug in the other way.

Other things to try:

1) Earth ground the Rack (as Ralph recommends)

2) Earth ground the P2 (but not the rack).

3) Earth ground both the rack and the P2

4) Do not earth ground either one, rather, electrically connect them together.

5) Disconnect both the tuner and the CD player (remove as many variables as possible).

6)Get an outlet checker and check for proper wiring of the outlets in use.
