Hi Bob,You didn't mention the stand that the preamp is on. We've found that we have to ground our Sound Anchor stand to the preamp ground to get rid of the bit of hum in the phono section. If your interconnect cable is not set up right that can hum too.
Most of the NOS tubes we've seen are rather noisey. The Chinese and Sovet EH 12AT7s are easily quieter. The EH tubes sound better but need to be hand-picked for low microphonics.
P2s are normally hum-free. But make sure that the unit is not near a power transformer or motor that it could pick up hum from.
