RE: Electronics people, what does this mean?

From a strictly specification style standpoint, metal film resistors tend to have several issues related to their spiral film of a resistance element.

For lower value resistors in the 1/4 to 1/2 W range, for values below around several hundred ohms, the inductance can dominate the HF behavior.
Once you get above 1 k ohm, the spirals are close enough together that the capacitive coupling between the spirals becomes a factor, and the resistance drops lower than nominal at the very HF's.

Then there is thick film versus thin film, with the thick film being susceptible to a touch of skin effect issues, while the thin film is mostly free of this effect.

Other things that can come into play are the method of termination to the body of the resistor, pressed steel end caps used to be the typical method, but the ferrous material being present in the signal path can be a problem, so some of them went to a non-ferrous end cap.
A steel end cap could inhibit HF response in acting like a choke or inductor component.

The end cap can either be applied "raw", or the inside of the end cap can be pre-coated with the same metallic layer as used on the resistor body spiral. The pre-coating can help reduce diode action effects, which could impact how cleanly the HF's pass through.

I am sure there are other aspects that I am not aware of, but just these listed ones can be pertinent to the issue of good HF response.

Aside from all the specification side of things, the bottom line is: what does it sound like? That over rides any of the above mentioned aspects.
