The clamp is a cheap way to tap into an existing water pipe. I expect the top of the clamp is actually a valve that is closed, because no water came out of the tubing when you cut it.
I thought of another possible cause of your trouble. The neutral connection of your AC supply may be high-resistance. A heavy load on one side of the 240 volts results in over-voltage on the other side because of the direction of current flow during the AC sine-wave cycle.
Do you have trouble with premature light bulb failure or appliance overheating on some circuits?
You should get an inexpensive portable voltmeter and check the AC voltage at all of your outlets, with various loads off and on.
Safety should be most important. I think you need to start saving for a complete re-wire, including upgraded service from the utility transformer.
