That breaker box does not inspire me with confidence. The cut tube sure does look like a ground and not a water tap. You need an electrician to make sure you have a proper ground for the household electrical system for safety's sake even tho this may not solve the audiophile problem by itself.
I see the main powerstaff but then next to it I see three vertical electrical pipes. Do you live in a multi-unit building? Is it a masonry block building? Are the angled plates at the top of those three pipes secure against rain?
The main thing that bothers me is that cut grounding pipe, unusual method to ground. Is there another ground in the house? Is there an electrical conduit running out of the breaker box that is attached to plumbing pipe?
Looks like this electrical system has been modified over the years, possibly by amateurs. You can nose around visually inspecting your system, but as you hinted, I wouldn't go grabbing anything because YOU may become the ground link and it could very well be fatal.
I don't know how long you plan to live there but it might be time to have a professional licensed electrician, whom you pay, to give you a professional inspection with his license on the line for his omissions.
Tell him you are concerned about safety and unusual power surges but without going on about your stereo system too much. You want he/she to focus on safety and proper installation not the possibility that you are just finicky about your toys. This problem is far more serious than obtaining good sound from you nice-looking set-up.
Once you have your main electrical system fixed then you can worry about ground loops and DC contamination.
