I've put in a link below to a very good article on placing Traps, with some tips on requisite quantity. I found it very helpful and hope you do too.

Since I've never made panels, I may not be the best person to ask. Do a search on Jon Risch and you'll find some excellent information on these.

On your second point, getting as much absorption as possible, I would advise against removing all of the foil/paper on the fiberglass. What you really want to do, in my view, is to aim the Traps so that the absorbent side faces the source of the sound (i.e. the speakers). Most of the Traps in the rooms I treated ended up this way, with the exception of the rear sides and the front center. See the article in the link below for excellent information on this. Having the "live" side of most of your Traps facing away from the sound source will allow you to have the absorption without ending up with a "dead" sounding room. The live sides will preserve the "life" that resides in the later reflections. It is only the early reflections that cause the smearing problems that you are most likely hearing.

I think you'll find the article in the link well worth the somewhat long read. It is the best one I've read so far on the subject and is quite thorough.

Of course, in the end you may draw different conclusions. It will be interesting to read about your experiences. Good luck!
