I don't think what you're discribing is the same thing here. There are a number of ways to address the problems you mention with respect to motors and generators. But those solutions involve something which is substantially part of the circuit. The only "circuit" in APM's tweak is a very tiny amount of capacitance across the AC line, which is vastly smaller than the capacitance that's already across the AC line due to the capacitance of the cables used in the AC line itself.
