I have seen this before when I was in the military. We used some slightly bigger versions of the same thing to drop the floor noise down on the power systems for things like sonar/radar.I'm not an electrical engineer but I saw the effects first hand and it works. I operated the electrical generators and when the "power enhancer" was on-line the generators ran smoother. This is the way I remember the explanation.
AC current is in constant motion (alternating) passing through a magnetic field. The AC causes it's own field around the wires, but it's changing, constantly expanding and contracting because the current changes direction. You now have a magnetic field (the ferrite) and relative motion through that field (AC). (Basic motor theory) However nothing is physically moving. So what you end up with is a choke coil, choking in both directions (AC current flow), that dampens the noise, harmonics, riding on the AC current. It takes a few seconds to a few minuets to quiet down the noise based on the size of the magnetic field that you have available. More is not better but I don’t remember why. Sorry.
This is probably more than a little ruff and I apologize for that, fifteen years makes all the difference. This may be a bit of hooey that some one passed off on me, but then I have seen it work on a larger scale. I just wasn’t smart enough to see the application here.
