I'm no engineer, so I can't answer your technical question, but I can relate my experience. Check out Jon Risch's power conditioner specs on his site. I built the JRPC (Jon Risch Power conditioner) using his recommended parts. What I found was this:(1) The overall noise floor dropped and presence increased, but at a cost.
(2) The amp was constrained by the chokes - noticeably reduced dynamics. I installed a DPST switch to bypass the chokes and did a comparison. The switch is now always set to bypass them.
(3) I opened up an Audio Prism Quiet Line filter (3 caps in parallel), soldiered on 2 wires and installed it inside the JRPC directly into the back of the isolated amp outlet. The results were well worth it. Much better midrange and drop in the noise floor without any dynamic compression.
(4) I have an Audio Prism Mantissa preamp, which already has the Quiet Line circuit inside the power suply. Plugging it into the JRPC cut off the extreme treble. Plugging it into the wall opened it up. Seems like the chokes don't work well with the Quiet Line filtering.
(5) CD, phono preamp & turntable motor all on separate circuits in the JRPC. These were definitely improved by the chokes & AC filtering.As usual YMMV.
