I didn't read you mentioning if you had the same problem on all positions of the input selector switch.
Seems to me that if the high inputs like tuner and AuX don't have the problem you can eliminate the preamp section.
Other than that is does sound to me like a grounding issue but I'm no expert.
Sometimes changing an original ground point can cause problems and those riveted lug ground tabs if any could be suspect. I normally clean those up and run solder around them making sure the iron I'm using is hot enough to have the solder bond to the chassis.
