Cleaning 'tuning fins'? Or ...

Which tuner to get and getting the most from it. Thank God, for the radio!

... whatever they are technically called. The gangs of tuning fins that move in and out of each other.
There is a nice tuner for sale (cheap) that the seller said he went over thoroughly including scrubbing down the gangs of tuning fins with contact cleaner. What? I was under the impression that contact cleaner and other heavy messing around in that area was a really bad move unless one seriously knows what they are doing (maybe I have a misunderstanding).
Should I stay away from this tuner becuase of this? It seems to work fine.
