If you have a TV station anywhere near you that is on CH6 VHF. Doesn't matter if you can get it / have it on cable.
You have a right to good TV reception - says the FCC - that no other body - state or city - can overrule. Clearly you would go about it diplomatically, ;-) and steadily. And 'keep schtumm' about FM!
But a good FM antenna IS a good Ch6 VHF TV antenna! same band/width. and if the staions is a fair way away then you can justify an APS9 or 13!!!!
Be the first guy on your block to tell THEM where to go! ;-)! and put up an external antenna.
In the loft is okay but you may need to ensure room for rotation.
the difficulty with a close to roof mounting is turbulence which CAN be tougher than a free air mounting. AND if it is metal, don't the metal even if not grounded will affect the antenna's patter/performance, throwing away what you paid for.
Any other roofing material can also have an effect on the pattern, once it gets wet. Around here - in deepest driest Aussie - the rain often accompanies a thunderstorm, when I shut the antenna array down@.
So rain may not be an issue if yr area is similar.
@ An old-timey double blade-switch in the down lead. ? In Dracula films it's the big switch - with two blades and a wooden handle (mine is plastic) in the middle of a bar behind the two blades - used instead to create the circuit when the storm is overhead to energise - the creature! two sets of spring contacts above and below.
