I live in a similar situation in the middle of SF Bay. No visible external antennas allowed, and they do enforce it.To test out a simple $24 FM Radio Shack antenna, before going into my dreaded attic crawlspace, I hooked it all up and set it up on chairs in my backyard. Yes, only 1.5' above the concrete patio. Well it works so well there without any rotator that I can't make myself take it all the way up into the dangerous attic!
I tested it at my height, 6', and I can't hear a difference between that and the 1.5' elevation.
Conventional wisdom is higher is better, even a few feet. But I've got a hunch that away from metal is even more important and I don't know what's in your attic or on your roof.
You can test this out for yourself before you make it permanent probably. Try it in attic, then on roof. See if it makes enough difference. Hey, what do they do where you live anyway, ticket you or tell you just to move it?
