Which tuner to get and getting the most from it. Thank God, for the radio!

I just discovered that the left and right LO RCA outputs work fine, it's the left and right HI RCA outputs and XLR outputs where there is hardly any gain.the volume is so low that you can't really use them. Any idea what is causing this?
