Which tuner to get and getting the most from it. Thank God, for the radio!

I have a Fanfare FT-1A tuner which appears to be providing half the gain required. The sound on both channels is simply too low, even when i turn my preamp all the way up it's still low. Is there a way to correct this and is Fanfare still in business? Thanks
