Some of those gold finned power resistors are some of the lowest inductance resistors you can buy, but they are incredibly expensive. Ayrton-Perry constructed wirewound resistors are a good type of power resistor to look for.
If you don't mount the heatsink to the chassis, their power rating needs to be derated considerably.
Once you put a big bypass cap across such a resistor, its non-inductive properties become completely meaningless.
