RE: too much gain between preamp and amp. how best toremedy?

It isn't going to be easy. The real issue is the high gain/output of the pre. When your power amp was modded and the input pots removed they put in a fixed value. That could be increased but again the issue is really the pre providing much more than your amp needs. I had the same issue using a CJ tube pre and their SS amps. I had an audible noise floor regardless of volume setting and like you seldom got past ten o'clock. What pre do you have? Try and get a schematic and post it here, Tube/DIY and amp/preamp. You will get suggestions of what parts to replace to reduce the gain stage. Good luck!
