Active filters do not normally use inductors. The gain of the active circuitry is used to yield the same effect.

Normally once the part values for a given impedance and cut-off ar known you can scale the parts fo another impedance or frequency in a linear fashion.

The first step is to characterize the existing passive network to determine the cut-off and slope. Once that is known you can beging to design the active filters.
