HelloI dont think you gonna get too far with the traditional maines filtering etc if your power at the intake is that crappy.
You sould look towards some more advanced mains reconditioning equipment. The ferroresonant sort of devices come to mind as the only way to put the voltages back that others have taken away. But they aint cheap.
