Hi.My way of silencing a cooling fan is to drop the supply voltage to the fan so less CFM air blowing, less noise.
I added an 8" AC cooling fan to my 1KVA isolation transformer inside its metal housing & reduced its annoying blowing noise to mininum yet provide good cooling by adding a bank of AC caps in series of the cooling fan.
There are other easier & cheaper ways of dropping a cooling fan voltage, e.g. by series up a 120V/240V light bulb, a SCR lighting dimmer (for adjusting the fan speed), or a SS diode rectifier (without any cap filter), if the fan is a DC PC type fan.
