The primaries still have to be connected in parallel the "same" way round, else the magnetic fields are opposing. There is your s/c.Try disconnecting one primary at one end.
"Nothing connected" - does that mean transformer secondaries not connected in any way? If not, disconnect them and check again.What transformer type? Torriodal, "C"-core etc. IT might have a high inrush current. Is the fuse quick or slow-blow? Should be slow-blow for a transformer.
"No shorted turns" How do you know? Impossible to find an adjacent turn short-circuit with an ohm-meter. Fortunately this is very rare.
Can you get a variac and wind it up slowly?
