Buying low-noise components is your best first step.Lining the interior (or exterior) of the PC case won't do much, since the vast majority of the sound is coming through ventilation openings, not from the case walls. However, to the extent that you can, you may reduce the noise level inside the case, and thus the amount of sound which is propagated through the vents, by applying some mid/high absorption on the inside of the case. Just be aware that it may only be a couple of dB. I don't have specific lining material recommendations, so I'll just say that the loosest floppy foam material isn't the best the choice. Rather, a somewhat denser but still easily flexible and compressible material (like a dense open-cell foam) will work better. Whether it is an inch or a quarter of an inch is not significant. Foam materials come in a nearly infinite variety, so you have some exploring to do. But whatever you do inside the case, be sure not to restrict the ventilation. It is essential (and is your main source of the noise escaping into the room.)
Beyond that, your choices are external. They include location of the noise source relative to the listener, sound isolation cabinets (there are ready-made cabinets available for this very reason), and sound absorbing material on surfaces which are near the source, such as walls.
