There are some PC cases out there designed for quiet. Outside of that, liberal aplication of damping sheets on the case interior. If possible, cover any joint where two pieces of metal join. That sheet metal case makes an excellent amplifier for high pitched fan whine so dampng it helps alot. Try multiple fans with a controller to slow 'em down to keep up airflow but cut fan noise. My box has four case fans plus two in the power supply. These measures have cut things back to a low whirring backgroung noise instead of that ear piercing whine that I had before.
