I Was faced with a simular problem.
The answer is isolation and damping i got +10db improvement (rat shack spl meter)
What i did was to apply mechanical damping to all the metal surfaces i could especially the side panels (used the stuff they use in cars for door panels etc)
This work especally well around the harddrive mounting brackets +
thin beads of silicon rubber on the drive's mounting plates also improved things quite a bit.

The only real noise i get now is the fans being amplifed by the "sound box" that is the pc case.
A couple 4 inch of foam wedges in the case to absorb the internal standing waves caused by all those wherrring bits but without blocking the require airflow, helped a bit.

You could try water cooling, but it wont solve my bigest problem of the PSU fan noise - and yes it is "a noise killer" powersupply.
The psu is very quite when its not in the "box".
