I second Bersani's comments. Cutting and pasting is just a matter of moving stuff around, but adding EQ, reverb, changing level, compressing, etc., all alter the signal, and it's best to do that at the highest resolution.

On the other hand, if you're not doing those kind of things (or not much of it), then you might as well just record at 16/44.
